Only its own subscribers — people who pressed Start or wrote to the bot themselves. This is a messenger rule: a bot cannot write first to an arbitrary user, so uploading a phone number base does not work for bots. In return, you can send mailings to subscribers regularly and without any blocking risk.
Create a bot via @BotFather in Telegram and enter its token when connecting an account in the cabinet. No QR code or phone number is needed. An existing bot can be connected too — its subscribers will start joining the recipient base.
Plans are the same as for regular mailings. After your first sign-in, the free Basic plan is activated: 15 messages per day, free forever.

The risk is minimal: the bot works through the official Bot API and writes only to subscribers. An individual user can block the bot for themselves — such recipients are automatically excluded from the next mailings, and this does not affect the bot.
